i think they are currently looking at overall feedback for the moment. this will run every other week for now, but if a lot of players play and like it they will run it more often. i assume changes/adds to the store won't be done soon, there are already quite a few cars in there. in the china version there were no changes to this date as far as i'm aware, and that version has the mode for a few years now

the garage level isn't very important. you can have a high level full of cars only unlocked or a few stars, and you can have a low level while having the op free cars like speedtail, chiron, ultima, vanda, huracan maxed or gold. also the lobbies are random and only 500 players, that means guaranteed top 500 rewards even if you only do the qualification and never play again
