It's a giant battleship and is weak to torpedoes, why is it immune to Breach? All sources of torpedoes are glass cannons, so it wouldn't trivialize the boss since they are 100% getting one-shot if they get hit and it would actually make the Submarines a tiny bit better

Pelicans also get one shot by the non-depth charge attacks. I tried Pelican only (with three Buoys) for the lvl 60 version and got my ass handed to me
Groupers and Tentacles deal Crushing damage which is cut in half. Good against the subs, but they're best used as meat shields once those are gone

Bosses being immune to DOT in general is a bad idea. It is closes off certain strategies and forces the player to use fewer "meta" strats

Not dot immune and dot is actually the best way to deal with it

You can reliably suppress it too
and the offense is low enough that doing so is useful
