In short: the mortar unit for what ever reason can not shoot during the militia training exercises.

And I tried to move the mortar unit to another place in the battle and they still didn’t shoot

I'm also having this same problem. No matter where you try to aim the motor it clicks back to center and doesn't fire.

Did you unlock the frag shell attack and have it equipped?

Yeah sometimes the game just can't seem to comprehend the difference between your actual units and the forced R1 units it gives you. I had the same problem with those missions but if I remember you can fix it by reequipping the starting attack
