Once it's implemented it's important to know that changing your flag AFTER an occupation it does not eliminate the occupying army. For now everyone's a pirate to our friends so don't get kicked off for unauthorized invasion and looting! When you see 4x4 blocks of flowers it has a color coded permission in most guilds.

The Battleflag was to disable player invasions, not disallow players from sniping your invasions.
OP has an issue with people adding him then cleaning house on his base, i.e taking raptor encounters, infected encounters, etc, etc.

I thought if your flag was green it prevents other from raids and occupation. I do remember the decline function as well but what's the purpose of the battle flag if not for that very reason?

It prevents other players, Not NPC's. (Raiders, Tronk, Etc)
The developers likely haven't implemented the Decline function because it was abused in the original
(player would clear for help, player would decline then do it themselves, both players make money)
