The post is heavily confusing, not helped by the image. The way you describe sounds relatively similar to any other battle pass, in any other game. A "Free" track, which contains meaningless, lackluster rewards, and a "Premium" track, which contains actual meaningful rewards. War Thunder does this. Any game does this. It's not unique to Fallout 76 or War Thunder, it's usually done to incentivize players who haven't paid "See look at you, haven't suckered out for the actual reward. Well think about it! You'd be at Tier 36 and have the X8-100 if you had surely paid the toll by now!"
After reading through your post and seeing what I have (which is rather vague) Fallout 76 reads the same way the image below does for War Thunder. A bunch of meaningless crap, with the stuff you should care about lodged only on the paid for track.
