An Amphibious Infantry Carrier is a new unit type, as we have regular units and defenses, whatever category.
The AIC will be a new unit type "Carriers" limits to 3, just like defensive units.
Upon placing a Carrier, in the unit selection, all compatible infantry units will appear, when removed, the Infantry options are hidden again or collapses
When placed, it allows us to put 1 infantry on the Carrier.
During battle, once the infantry dies, 2 things might happen, either:

The infantry dies, the carrier remains and acts as a defensive unit

The infantry dies, so does the carrier
With option 1, ranking the Carrier to only gets better stats, such as HP and AP, with option 2, it doesn't need to get ranked nor be viable for SP (so it doesn't take extra SP)
Having infantry on water can be a nice thing since some Naval battles can be quite hard and quite expensive for f2p, and if you're worried about the infantry getting more SP during naval, the option 1 will take SP as well so the infantry gets less SP, so. We gotta balance it out
