I dont know why but when I first tap my naval encounter on my base, it shoes up this image of a guy smoking a cigar.
I did log in to the game again and it seems that it works fine as usual for that naval encounter. Kinda odd that my first tap lead me to that image.

Tap right under your missions icon and you'll get it (It freezes your game)
