It happened with stone at their upper city as well. Only got 1 stone, but 2 wheat. Must be part of the server issues you need to check.

@crystal bolt you are playing C&K. Ore city just give you one ore and one card of 'coin' wheat does not give you any mercantile card (just wood, sheep and ore) that's why you take one ore and two wheat. It's how the game works, different as the regular catan
