Just don't cheat and you will be fine. If you are 100 % sure you are not cheating and repairing does not help, contact Valve. It's their AC keeping you out, not Shadow.
No because I can play outside Shadow
I have even tried with a friend going on my Shadow PC and it still doesn't work

You have valoranta anticheat active this is why cs2 isnt working, you can disable it in the task bar on the left side, there is a little arrow that points up, click on that, hang over the icons and find one that said( vanguard anticheat) or (vanguard) and right click it, ant push quit. It will tell you in order to reactivate it you will need to restart, just say okay, be aware thos will continue to be a problem everytime you restart your shadow, if you are not playing valorant you will need to continue to disable it every time you log back into shadow.
I had this problem on my personal gaming pc a while back, the anti cheat doesnt know how to shut down with valorant. So you have to force it to

I've tried on a macbook too and it didn't work as well
And I don't see any Vanguard icon on the screen 😭
