Despite having next to nothing installed, it's still near full

in the windows search bar type : Add or remove programs and sort by Size if you have no games install yet
Or check what is installed in steam, epic, etc... since a single game could take up 100GB+ which is big compared to the full ssd size

Did it complete takes 40-60 mins during the website says on off and or maintanance status

It didn't so I had to delete the VM and get a new one
