There's an upgrade assistant from Microsoft. That's what you would want to use with the keep all files option.

If you did it looks like the install went very wrong. If you didn't that'll be why this is happening.. Either way, looks like you'll need to reset your Shadow (which goes back to win 10)

i think i was stuck on the same issue when i was on boost and tried to update despite unsupported HW
either way if youre stuck on setup, shut the vm down and boot it up again
and pray. otherwise as pip said, reset

Looks like an issue with the mouse or ui. You could try keyboard commands to scroll to the bottom of that window so accept is enabled.
Try tab, which cycles options, page up and page down, etc
