Shadow do give compensation if no access for a 24hr period and a fault of theirs. But it would never be a free month. it would likely be for the time lost.. However, no outtages lasted more than 24hrs.

People wanted a free month.. Doesn't mean Shadow would ever give a free month for less than a days outtage, thats one way to go bankrupt.
Yes there's been a few outtages the last couple months.. Longest being about 7-8 hours.
Anyways... Don't pay don't get access till paid.

No.... That grace period ended a while ago as I said.
As it was likely abused by people constantly not paying on time... People not paying on time probably costs Shadow fees.
