While on Shadow, open the Quick Menu with Win Alt O. This will show stats also, which can be filtered with different times.
After you've played for a while open it up, set to show last 10 mins and then put Shadow into windowed mode and screenshot it via local.
Okay, 50ms isn't ideal, however it's not spiking too erratically, it could just be the latency that you can't adjust to, this would be worsened in competitive shooters. The packet loss shown, is likely when you tabbed in and out, unless it shows again without going in and out of full screen of course. Bandwidth usage is "okay" maybe drop it down to 35 or 40 to see if that helps. Also with this 50ms ish latency, where are you located?

Although I am not sure what else to suggest, if the polling rate didn't help and lowering bitrate to 35ish doesn't.. Maybe reboot your router to see if that does anything to help.. Outside of this, it could literally just be the 50ms ish being too high for you to adapt to.. You can always also contact Shadow Support via #support-ticket
