why is the subscription advertised as a gtx 1080?
Because not all known what Quadro p5000 is ( is the workstation version of Gtx1080) and even Nvidia with his Nvidia Geforce Now still do the same for marketing.
Shadow used the real Gtx 1080 consumer Gpu, but as thecatman, already said, due to the change of Nvidia Eula in 2018, all the providers can't put anymore consumer version of Gpu, because they are not meant to running 24/7.
And, yes, only Support can able to answer if you're eligible to obtain a refund or not
