This doesn't mean there's a VPN.

#

It just means that the server uses an old, non up-to-date, list of VPN IP to block.
You'll have to contact the admins so they white list the Shadow IP addresses.

Contact the server administrators, almost all FiveM servers have Discord servers with a ticket system for help
