Depends what do you mean by smoothly. This game seems not so well optimized. I dont' think you will hit 60fps mark. Maybe at 1080p with lower details. Hard drive will not be an issue here, but CPU and GPU will

Starfield is already out for premium preorders. You can chceck the YouTube videos about that. For 3070 performance level, it is not so great:) you will see about that

Really? I'm on power too but the game gets very laggy in many areas even on just "high" settings, and that's with both a performance mod and a DLSS mod to improve performance.
I got the power upgrade and I’m running Starfield fine at 4k. Besides using the DLSS mod, Nvidia just put up a new driver yesterday that opens up BAR to give a slight improvement boost. It is a bit choppy, but I think this is due to lack of PC optimization if you want a 100% smooth star field experience right now, that can only exist on the Xbox series X right now.
i got 30+ fps in town. its runs and is playable but not super good. inside the fps is 60+ anyway and most of the content is inside
