Means update failed on your Shadow. Click continue see what happens. If this is the first time your booting into Shadow, it could have been a dodgy set up.

Anyways. Seems like you need to reset it.. Go to the help panel (?) and issue a shutdown.
Close the app and go reset
You can reset your shadow via https://eu.shadow.tech/account/, on the Shadow PC tab > "Manage my subscription" Note: This doesn't clear additional storage and your Shadow PC should be shutdown before resetting.
If you want, didn't need to uninstall it..

But leave it closed for the next hour while the reset happens.

Support yes, maintenance no, the maintenance is very short 20-30mins max till the next day.
The fact it works on phone and not PC is odd though, maybe a 3rd party antivirus or firewall blocking it.. I dunno. Support would have to look at the app logs.

No, shouldn't need to, if you don't have any 3rd party anti virus software or firewalls and the issue is still persistent.
Use the app to send logs to support, open a ticket with support, explain the issue (add screenshot of the app with error code) then include the logs code, the date and your local time.
