Then it's not the issue I'm thinking of.

Is there a Fn (function) key on your keyboard?

You said that the media keys also don't work on your home PC, correct?

#

I found an article on thewindowsclub that states a number of solutions. Try to give these a shot.

Please attempt to get it working on your home PC first by following these steps incrementally

Reset your System keyboard layout:

Open Control Panel > Language. Select your default language. If you have multiple languages enabled, move another language to the top of the list, to make it the primary language – and then again move your existing preferred language back to the top of the list. This will reset the keyboard.

If you have a single language, add another language. Make the new language, the Primary language by moving it to the top of the list. Once you have done this, now move the old language back to the top of the list to make it the primary language again. This will reset the keyboard layout to default.

Disable Windows Media Network Sharing Service:

Press Win + R keys to launch the Run command box.
Type msconfig and click OK.
Select the Services tab.
Scroll down the list and look for Windows Media Player Network Sharing Service.
Uncheck the box to disable this service.
Click Apply and then OK.

Reset Windows Media Player

Open the Control Panel.
Select Category in the View by mode.
Click Programs.
Click Turn Windows features on or off under the Programs and Features section.
Now, expand Media Features and uncheck the Windows Media Player checkbox. Click Yes in the confirmation box.
Click OK.
Restart your computer.
Repeat the first four steps again and expand Media Features. Select the Windows Media Player checkbox and click OK. This will enable the Windows Media Player again.
Restart your computer again.

Disable Google Chrome's flag for Hardware Media Key:

Open Chrome Flags by entering chrome://flags/
Search for “Hardware Media Key” by using Ctrl+F
Set the Hardware Media Key Handling to Disabled by using the drop-down menu
Close and restart the Chrome browser

Restart Human Interface Device Service:

Launch the Run command box by pressing the Win + R keys.
Type services.msc and click OK. This will open the Services app.
In the Services app, scroll down the list and look for Human Interface Device Service.
Once you find the service, check its status.
If the service is stopped, right-click on it and select Start.
If it is already running, right-click on it and select Restart.

What ever fixed the solution should be replicated to your Shadow.
