My external hard drive, which is a 2GB seagate at 7200rpm wont display and gives: Code (10). its not an issue on my macbook, or a dedicated PC, i’ve used another external hard drive on Shadow as well. i have tried reformatting, using a different plug, verifying my USB ports deliver enough power, a seperate hard drive (its write is 2400rpm, so its out of the question), updating the drivers (they are fine), verifying the integrity of it (it is fine).

Don't use USB forwarding for storage.
Best practice is to use a networked file transfer protocol that's designed to handle it.

mind elaborating a tad bit? if you mean by chance just buying upgraded storage for shadow, it isn’t available in my region
or do you mean sync-ing shadow pc with a more storage capable computer?
Alrighty so.
You want to mount that Seagate external to your Shadow, correct?
The best way to do that is to use SMB or NFS or SSHFS, really any flavor you want to handle the meat of the connection.
USB over IP is unreliable and I'd even call it dangerous if the connection broke and resulted in an unclean dismount and corrupted your drive.
