Shadow can decide to migrate my VM and block me from the services that I pay for?
They can decide to move your VM closer to you, yeah.
This is one of the causes of this specific error code.
Ask support if this is the case for you.
It might be something else.
For the most expensive service of it's kind, the lack of support is alarming.
