Answer will be far too easy, but i just cant seem to find checkbox.
I'm using the Intrinsic ui and I'm not able to activate spells from book. I can drag them to action bar and they work. I can even open sub categories in book like portals or summons.
Issue solves itself if mmediatag & tools addon is disabled.

Sorry took some time, work and such.
Did update elvui but problem seems to exist.
No addons other than addons are installed apart from what pack needs.
Prior login in only thing i did was open spellbook and tried to cast portal from there.

How did you open the spellbook?
did you clicked on the dock icon?
Can you also test one time with mMT debug mode, just type /mMT debug into your chat.

Ah, ive found the cause.
If spellbook is opened first by doc, spells wont work even if opened with hotkey later on, but
if spellbook is opened first with hotkey they will work, even if opened by dock later on
