I took both screws out and it wiggles up and down but doesn’t come all the way out
If you still have access to a working printer, you could print a pulley puller and use that. As an example, see https://www.printables.com/model/1353121-stepper-motor-pulley-puller but several more should be available
This is my only printer 🙁
If the screws are out and the pulley moves up and down the shaft, just pull it off. It's probably being stopped by where the screw and bitten into the shaft.

I put it on the wrong stepper motor
There could be a little burr or something, on the stepper shaft or somewhere in the pulley that is getting caught. Sometimes the set screws can cause a little "dimple" (especially the one that is on the round part of the shaft) that won't slide through the hole in the pulley. If you can't get to it by having the pulley pushed down (and file it down a bit), I don't know if there's much to do except applying violence.
