#50W heater is unable to keep temperature with fans on

How likely is it that a 50W heater (from Trianglelabs) is unable to keep the temperature of a Dragon HF heat end, socked, if a model fan is turned on more than 60%? The heater is connected to EBB36, which with its supposed 5A output should have plenty of headroom.

If it is likely, how to fix it? If it is unlikely, what to look for?

I'm also running a dragon HF hot end, and during high flowrate lines the heater reaches 100% with silicone sock on soooo.

I could get a 70W heater of course, but I'd like to ensure I'm not just papering over a problem.

@rustic dirge Finally I got around to rebuild the printhead. Looks good so far. I'll let you know if I have any problems in a week or so.
