Yes, fans are working normally, it the the extruder that is having a problem.

Which hotend and which hotend thermister are you running? With the extruder unlatched can you push the filament through the hotend easily by hand?
and what speed are you extruding at when testing? When is it skipping? Are you using the buttons in mainsail/fluidd?

Extrusion feedrate of 10mm/s and used the button on Mainsail and G code via console.

10mm/s is about twice as fast as that hotend can handle. Try it at 5 mm/s which is 12mm^3/s. That's about the max for that hotend. You are also using the wrong sensor type for the hotend thermistor. You have the EPCOS 100K B57560G104F and you should be using ATC Semitec 104NT-4-R025H42G

Oh I have gone and mixed up mm/s and mm³/s like an idiot at 2AM haven't I, thought I was trying to extrude 10mm³/s!
