They're both Medium Laser spam mechs, and they link their massive crits of double heat sinks to the lasers to fire them at full power for only 2 heat
The internal heat sinks can handle movement and the remaining lasers without overheat
The LAM is a LAM, but the Battlemech variant while slow uses the free weight for a thick coat of patchwork Hardened Armor. Thanks to retaining the jump jets and addition of a targeting computer it's specialized as a mountaineer and is devastating at Line of Sight range since it can brace the 10xMedium Laser arm for -2 to hit for bracing and -1 for the targeting computer, plus up to -3 more depending on how long it holds fire and waits for the perfect shot.
Due to the simple armament, construction, and tiny engine, both mechs are extremely cheap for their capabilities.

So the Battlemech version is a very late design that pops up after the advanced tech debuts

You're basically assuming these weren't seized by the Great Houses. Or Comstar.
The tech loss would only matter from regular battle damage and no supply
But a LAM like this is both the best supplied and doesn't really take serious battle damage
LAM mobility means it will usually either win or die
Or decide it can't win and leave
That's assuming absolutely no maintainance or wear and tear.

A simple swap to SHS still works
Instead of linking heat sinks, you just dial down to 1 heat per laser
3 damage 1 heat medium lasers
If you mean an introtech non-LAM, it doesn't really work because without hardened you have a bunch of excess mass
The tonnage/speed profile is all off
With a Battlemech you can dump all the extra weight into SHS
That gets you 8 Medium Lasers linked to the heat sinks and firing at full power, with the remaining 7 dissipation covering a full jump and 4 medium lasers firing at 1 heat and 3 damage each
Boring but practical.
The alternate method adds four more medium lasers and carries less heat sinks, so it fires all lasers at 1 heat 3 damage
So you get 16 hits of 3 damage for 48 damage total
