I think the proportions of her face and where her features sit are making it look a bit off. The eye looks a bit too far up, and the drawn perspective difference of the nose makes it look odd for the angle it appears. I think if you just moved the features around a little and/or adjusted the perspective of it all it could remove that uncanny feeling you’re talking about

So, the biggest issues I saw were the proportions being off, as well as some parts not being defined enough. Regarding the proportions—something that will help you big time is drawing a line straight down the face and making sure everything is placed correctly. You can find the eye line by placing a line on the half way point of the head, then you can divide the space between the eyes and chin in half to find where the bottom of the nose will be, keep in mind that this wont work at every angle. Samdoesart has a good tutorial on his youtube for proportions, he is WAY better at explaining than I am. Hopefully the images can help you understand a bit better!
