Rendering and good lighting are essencial for a good spooky piece, think of trevor henderson per example (spooky image by him below).
It's not simply about designing a monster, yours is good as is, but as it stands at the moment, it isn't intimidating, you could plop it into an average dark rpg and it would work wonders, but you can't put in a horror game.
In this version I did some rendering so it wasn’t harsh cell chasing and added some highlights to emphasize the lighting does this look better?
Detail wise? I guess it's better yeah, but spooky wise? no, he just looks shinier.
This is too basic of a rendering and lighting change for that purpose, you haven't even played with the lighting yet, it's much more than just adding shadows or highlights, it's about how dark is the place, what kind of light fonts there are illuminating the piece and it's color, and how much could you see in that situation.
