How do I make it look like they're the same character

It's supposed to be the same character but they look completely different :(

i think they look very similar, but i would change the hair

head to shoulder scale is a bit different but they don't look really that off, the features are mostly right, the subtle proportional differences are something that sometimes can make things feel off but that's just something you get with practice and meticulousness. one of the most important parts of getting a likeness though is the space between the eyes and the keystone form but it's less relevant in toony styles unless the chara has very low down brows.
