if you're only at +12 weap that might be part of the reason (also different classes have different total power baselines too afaik, cuz different stats play a different amount towards power rating)

because you won't have access to a lot of the higher enh lvls on gear for a good while

so insignias like golem shield are good + not too expensive gold-wise

additionally, you basically want to hit a combined ~400 cdr then switch to other stats, because superstacking one stat gives diminishing returns as you go higher

and example using cdr would be 200 cdr gives ~16-17% cd time reduction, but 400 merely gives around 25%

so the second 200 gives only half as much gain as the first 200
