Got it yeah I don't have first hand experience with Jamyl. But from what ive seen she does a great mix of energy damage and sustain also a bit of debuff.

Chelm also does energy damage and can disable repairs on enemies.

As far as implants goes.

If you look at their skills it should say (modified by) that's the stat you stack

If it doesn't its data rate that you stack
