Lock On skill is only available when using a short-range weapon and equipping Kulu helm grade 2 or Rathian vambraces.

Complete story quests. The final chapter is 13.
After that, you can enjoy Chapter 1 of the story quest again and find purple star monsters.

The same as Q12. Just clear chapter 13.
