afaik levels are shared between all variants of a character, but the rate at which the stats scale is based off the individual variant modifiers; tldr is "yes and no"

basically the "base stats" of each character are shared, but variants apply % modifiers based off rarity + limit breaks that are viewable ingame

so an A unit will have less stats overall compared to S, same as an SS will have less than another SS variant of same character at +1 limit break

I'm not sure about the upgrades you can do with items tho

afaik the level cap is also shared between variants, it takes the highest one possible given your current LBs

again, I'm not sure of the mechanics behind individual variant upgrades with the items and whatnot since I haven't delved too far into that yet

but the stats gained from leveling up are shared across character variants, just modified based off the ingame viewable modifiers

I have to do more digging into that sort of thing but I'm still rr atm soo....

Who should I save for in the future ?
Yingxia SS1 : Grants one of the best buffs in the game (x5 hitcounts) which is roughly a 50% damage increase, stackable twice & also grants an ATK up. She is a staple buffer for every meta comp in the game even on JP because this skill can be transfered to her other memorias, especially her S one which is a SP battery.
Muua SS1 : Very good offensive Healer. Heals your entire team by a large amount and grants Mind's Eye to your backline, which is one of the rarest buffs in the game. What it does is increase your damage to when you attack a Weakness, it being a different attack buff means it multiplies with all the others.
Yotsuha SS1 : The premiere Fire support in the game. She grants a Fire Crit Damage & Chance + ATK buff to the entire backline. Since we are getting Yuri SS1 for free with the Angel Beats Collab (which is a Fire unit) she is a very good pull.
Megumi SS3 : If you pull for Yotsuha SS1, you should also pull Megumi SS3 as she debuffs Fire Defense on top of setting up a Fire Field.
