theres 2 ways to hit that 12% each time per skill use

• hit 6400 hp on RMC (hard, very hard)
• hit 4600+ hp + 34% HB chest + 12% HB planar pieces

otherwise u might be sitting on 9X% charge when u need to ult but u cannot

which in return can make it so that the dragon might not be in turn when a cycle is ending
