Major changes:
Alec down from T0 to T2 - True Damage can't crit and while in early game it's strong, it start to falls off later compared to characters who can crit. Mainly because you can get a crapton of CRIT DMG from gear.
Rou up from T0.5 to T0 - while she doesn't have Taunt, the Evade chance is really high with 1 copy, and if you play on manual, she's already better than Andrew even with 1 copy. Also lower SP cost than Andrew,
Emma up from bottom T1 to top T1 - she deals massive damage once you max her costume as she can casually increase own ATK by 500%. Also, the Light Buff helps her a lot.

Justia also is more likely to go down the tier list later - she is Light, so she gets the benefit of the seasonal buff which helps to counter the downsides of True Damage. But once the season ends, her damage will fall. (edited)
