If you apply for an official "protest/public gathering" i.e marches/speech in a square etc etc, then it's the police job to "maintain order" during the event. That means they have to make sure both the ppl who applied for the protest, AND any eventual anti-protesters don't escalate the situation.

In those cases when police have been going down hard on the anti protesters it's because they've (obviously because they're very offended) escalated the situation.
