I say CAN because of things like click speed, and reloading.
Now rumor has it RH has unlimited ammo during burst while Alice has to to reload, usually twice during burst or more.
RH Atk speed potentially is 0.11 sec which if I’m not mistaken is the lowest macro time you can use without being banned… hmm
