Summer Neon kit seems to have been also posted by overzealous intern, so here's a rough translation of her kit:

Summer Neon - Burst III - 40s cooldown

Skill 1 - Passive
■ Activates when entering Full Burst. Affects self.
Effect changes according to the number of activation time(s).
Previous effects trigger repeatedly:
Once: Damage to interruption part ▲ 12.4% for 20 seconds.
Twice: Damage to interruption part ▲ 12.4% for 20 seconds.
Three times: Damage to interruption part ▲ 12.4% for 20 seconds.

This could also be Boss Parts, not interruption part.

Skill 2 - Passive
■ Activates when entering Burst III. Affects self.
Effect changes according to the number of activation time(s).
Previous effects trigger repeatedly:
Once: Damage as strong element ▲ 16.32% for 10 sec.
Twice: Damage as strong element ▲ 15.84% for 10 sec.

Overall there's a high chance that those aren't final numbers as the image was quickly removed. Because honestly the damage on the Burst is abysmal.
