Well first you need manufacture T9 gear, Pilgrim, Missilis, Tetra, or Elysian. Then you need one of them gems from clearing a special interception boss, then boom T10

(3b) Miranda, Anne, Snow White, Maxwell, Dolla)
Arena:
(1) Liter, Centi Scarlet, Isabel, Sugar
(2) Noah, Pepper, Privaty, Modernia, Poli
(3) whatever you highest left over team for Power Level is

You can build up Noise too, or Anne, but im not a big fan of either. However, they do come with the advantage of being Rockets, which is better the Machine guns in most situation.
