You don't miss shots, only reduced damage (can be down to 0) based on distance, cover, etc. Crits can be guaranteed. Tactical options are more plentiful for both sides.
Many many gameplay improvements and balance over XCOM, including but not limited to
- Auspex Scan so you know where the enemies are but the detection/engagement range is much larger so you can't overwatch ambush/cheese with Reaper scout.
- Since you can't overwatch ambush, your action resets upon discovering a new pod so none of that "oh crap I just move one of my guy 1 inch forward and accidentally activated a pod without any AP left."
- Overwatch is heavily nerfed, limited range, your guys pop out of cover to overwatch, which makes logical sense, and hence can take return fire. Enemies also almost never walk into Overwatch zone.
- Your squad automatically reload after an engagement aka last enemy in the pod is killed (this is such a neat little feature).
- Instead of turn timer on most missions, you have an ever increasing bar of "Bloom" which will trigger a bad effect upon hitting 100% (-Max HP, -Max Mana, extra enemy pod spawn, debuffs, etc.) so it's up to you to weigh between rushing an objective to avoid the bad stuff or take a more methodological approach.
It's like XCOM and Into the Breach have a wonderful baby clothed in the Grimdank outfit of the 41st millennium.

I must say, I am so glad I picked up Sea of Stars! It's been a long long time since I played a JRPG and I'm so glad I got it! The art is sooo pretty, the OST is full of bops, and Wheels is pretty brilliant for the minigame that it is!
Would definitely recommend if you are into the genre or even if you wanted to check it out. The only thing is that I find it sort of easy, but the game gives you ways to make it harder if you would like that experience more instead.
