well its just that theres a cooldown between when your bolts are allowed to do damage. like if all your arrows hit at the exact same time theres only one tick of lightning damage. then double strike and splitting bolt come in and add some more

EM4 is generally strongly recommended against because of its absurd difficulty
I wouldn't recommend running it until 50 heat on a small selection of aspects
JS1 also has no need to be there, it's a bad 1 heat option until much later
you'll have more success sticking with the standard heats like EM3 TD2-3 FO1-2 UC CF1-2 LC2-4
