I know that strictly meta/speedrunning wise arthur is horrible, but for the average player it does good chunk damage and feels good to use. Additionally the damage reduction and extra health is really nice. I remember loving Arthur when I was new, and while ive most definitely moved on to better weapons like beo, I still think its a nice weapon

it is without a single doubt the most fair and least RNG-heavy challenge-run if you're good enough
proof: the world record holder for fresh file, Nitrostarch, who showed the run at a french charity event this year (SpeeDons 2023) got some of the worst RNG imaginable during the event and yet still cleared
but if you want to go fast in it, well... yes, it becomes tartarus reset hell because of dionysus or artemis showing up, which you generally do not want within the context of this run. 
also, fresh file has some extra consistency rules that make getting a build together far more reasonable than you might think.
if those rules are known and planned around well, you should end up with at least 
between 1/2 and 2/3 of the time. my current streak has 4/7 runs (might even be 5/7, I don't recall)

tbf, the easiest way to clear a fresh file build wise is getting ME since it has a lot of damage, which translates to a lower time for speedrunning
it's definitely doable without it ofc, it's just a lot harder and you have to play a lot cleaner lmao
if you have good mechanical skill and are patient then fresh file is a lot less rng heavy than high heat runs, although the difficulty itself is generally considered pretty high heat
