Yeah though if luck is just a tad on your side you can avoid the boons that do NOTHING and get only boons that even manage to do the smallest thing or you get good ones you know can be upgraded then try your best to only pick passives that can't be and the flower targets the ones that can be
That's how I structure my builds, get the boons I need and then focus purely on passives

As I understand it, Gods' Pride is more consistent because it always works, while Gods' Legacy is less consistent and requires more attention because you have to meet prerequisites first, but maybe there are other considerations
Like if you just want to play with Legendary boons more, even if you don't get them every run and the value is questionable
