not really. poms are overall exponential decay in terms of returns. that's why in general, things such as chain lightning, athena dash, etc. don't care about rarity - they're low damage, and their damage really doesn't matter, because it's the effect you want (chain lightning opens jolted, athena dash deflects, etc). something like doom that's a good chunk of your dps and has good scaling and rarity boosts wants both. it's pretty case by case. rule of thumb: the more base damage something gives, the more poms you want to give it

- (this is my favorite reason) the instant range upgrade. flurry forces your arrow to be a max "non-power" shot, which means it will always be a full range shot helping get rid of distant annoyances that would require a charge time to deal with (or getting close to them which is not always great)
- faster. flurry removes the charge time, which means that your dps goes up a decent amount because you don't have to wait for power shot charges. in the time you get two power shots off, you can get three flurry arrows out
- much faster to shoot a single cast arrow off. dash, load, repeat. great for smaller enemies that would otherwise waste a lot of time drawing back the arrow and loading a cast. it becomes one fluid motion that i love and you can get really good at it over time
