Authors write webnovels in the net. There are scouts that look for cookie cutter stories that look marketable enough and hire the writer.
The webnovel then becomes a Light Novel, with illustrations, editors cleaning it. Etc. Then to promote it they create manga and Anime.
Since SAO there has been an explosion of Isekais so that's what the scouts are looking for
