Id recommend this for w10 and w11
Mob:
Amagi/perseus/saratoga + yuudachi/rikka/san diego
Boss:
Howe/enterprise(with bf-109g fighter plane)/warspite + adalbert/helena/shimakaze

W10 and w11 is pretty much easy just use atleast 1 BB in each fleet, a healer in your mob fleet, a high damage dealing backliner with a tank for bossing and all high lvl up ships

It can get better if your vanguard(BB) is as high lvl as your other fleets and shinano as well if shes fully limit broken

Sandy has pretty good surface dmg as well like around t1 of the DDs in the tierlist and yes tashkent would be better but your sandy has higher lvl than your tashkent so.. AmagiKoff

Cuz the lvl up process isnt that hard and long

And if ill end up using a higher lvl ship over a better, but slightly lower level ship, i dont think that'll be very good

Nah shes pretty good (idk why shes t2) her tankiness is probably around roon if you ignore the shield and she has decent AA and can contribute to shinano's 2 IJN skill buff

So for Seattle yes shes generally good she has decent AA very tanky when put in offtank pos and decent damage as well
Georgia is very strong but only against med/heavy armor enemies and her barrage sometimes misses and might need a slow to hit enemies
Kitakaze shes basically yuudachi but a little worse but thats good cause you'll need 2 yuudachi's in w14
