Volga, Gascogne muse, Ark Royal, Duke of York (optional, Vanguard powercrept her. Still usable though), Warspite (can be retro'd), Chang Chun (top-tier retrofit)

Helena buffs everyone's damage with RNG though, Saratoga's great for beginners, and Chang Chun has access to one of the best retrofits and gains a massive power spike.

It's just (I think its kinda a bug noob mistake) look up for tier lists on Google and find different results

Portland is good since it’s cheap, you get it early, it’s aviable, and gets it’s job done
Only ship I know that beats it is Prinz Eugen but she’s just pure meatbag since her damage is atrocious
Others are event locked, dockyard ships, note that I don’t know all ships

for a beginning account, Portland's pretty much a geat choice. Unfortunately I haven't thought abt one tanky ship just as good as her or better in the early game.
