For mobbing, buy Phoenix from Guild store. (Tennessee should be replaced by a better BB once you get her, Hood is a good one)
Tennesse / Unicorn / Ranger + Phoenix / Laffey / Sandy
For bosses (Replace yorktown with Souryuu, and Rodney with a better BB once you get one.)
Rodney / Yorktown / Hiryuu + Portland / Helena / Z23

For oil cost reduction you could switch Sandy and Leander, at least until Sandy is fully retrofitted

MemphisMeta can also be used there instead of Leander, but Leander is cheaper

I advise against one, because you should be pushing campaign, and not trying to minimize oilcosts, but solo Ranger is your lowest cost backline.

Portland is one of the best early tanks even without indianapolis yes

Portland probably won't be replaced as your tank until you start getting PR tanks like Agir, Anchorage, Azuma, or Gacha tanks like Krohnstad, Prinz Heinrich, San Francisco

It does require Portland to be retrofitted, but that's one of the new player quests anyway.
