Well your boss fleet looks good either way, nugget and both foxes is strong enough for now, though maybe not for world 13

Ok so what you probably want to do for now is to start leveling your lower level ships in 9-1, drag them through with some stronger ships or exp card them.

Seeing you don't have any gold bulins atm, I'll just list a few good ships to prioritize max LB on:
Z46 - Good DPS Vanguard
Jervis - Actually poggers main tank when her skill is leveled up
Amagi - Solid flagship for mob fleet
For purple ships...can try getting Saratoga and buy Unicorn from the shop (Guild I think) and raise them for mob fleet.
Retro Unicorn asap as she'll be a super hard carry in your mob fleet.
Also retro Portland asap as she'll be a super strong tank carry

Anyways for your boss fleet keep what you have except replace Indie with Portland Kai, and Helena I guess since she can do well there.
For mob fleet you wanna go with something like...
Amagi (Flag) / Sara / Unikai
Jervis / Z46 / Nimi (Z23)
Can probably get good mileage of that I think.
At least until you can level more ships. Either way you can probably stay in 9-1 for a long time since oil cap exists there.
