Just take 2 ships from your actual fleets and use 1 ship in backline 1 ship in vanguard

However for sp3 you can just full fleet it since oil cap drastically reduces oil cost if you use over 3 ships lol

You can take bellona and javelin and just move them to the empty slots in fleet 2

Then eventually you would replace lutzow with a healer

Also when you next start commissions

Purposefully put a lot of your lvl 1 locked ships manually in them

#

Cause commissions dont auto select lvl 1 ships but they auto select lvl 2 or higher ships

#

So adding more ships to get passive exp is nice
