It makes hard for us to solve a math without numbers

for CV, you can use ark or formi for slow, zui+shou combo, essex, enty, centaur, shangri
for vanguard, a tank(jervis, portland, eugen if you don't have anyone else), bellona, sirius(or any other vanguard option)

Also I saw you retrofit a lot of unnecessary ship (unless they are your waifu)

Usually I only retro the 3 begins DD and Ayanami, Sandy. Save resources for others decent ship

you don't really need the 4th fleet, you can put random ship there, or ships with cross fleet effect

-CV: Centaur, Formi, Saratoga(kai), Ark(kai)

This is a great KMS BB combo if you can raise Bismarck-Seydlitz-Lutzow

You only need 3 fleet

Fleet 1: Percy with 5 ship

Fleet 2: 3 strong BB with Helena (get her in shop)

Fleet 3: 3 strong CV with Kazagumo (wait till rerun)

Fleet 4: Optional - it can be a HE BB fleet
- it can be another CV fleet
- it can be a torpedo damage focus fleet
- it is extra damage for Arbiter
